In May 1955 an international disarmament commission brought together the US, UK, Canada, France, and the USSR to negotiate an end to nuclear weapon tests. The biggest contention was inspections to determine underground testing, with the USSR fearing on-site inspections could lead to spying that might expose Russian weakness and exaggerated nuclear claims. As a result of these differences, the US and USSR placed a moratorium on nuclear tests from November 1958 to September 1961.
